New version Blitz TAPI SMDR PRO 3.1.21

Elimination of some problems by operation of program Blitz TAPI SMDR PRO with MySQL:
1. The coding method is changed at record in DB MySQL — now both record and mapping of characters of any language both in CP1252 and in CP1251 occurs correctly.
2. The algorithm of restoring connection with MySQL a server if it has been lost for any reasons (server restarting, closing of client connection by a server on a time-out) is changed.
